Jeffrey Harris is an experienced litigator who focuses on constitutional, appellate, and regulatory matters. He is currently a partner at Consovoy McCarthy Park PLLC. In 2015, he was named to the Legal Times list of “D.C.’s Rising Stars,” which identified “some of the most accomplished young attorneys in the D.C. area.” Mr. Harris previously served as Associate Administrator of the Office of Information and Regulatory Affairs (OIRA). In that role, he was second in charge of the 50-person office within the Executive Office of the President that reviews all significant federal regulatory actions and coordinates regulatory policy across the federal government.

Before his government service, Mr. Harris was a partner at Bancroft PLLC and Kirkland & Ellis LLP, where his practice focused on Supreme Court, appellate, and complex litigation. Mr. Harris has extensive experience litigating before the U.S. Supreme Court. He has been the lead drafter of more than 100 merits briefs, amicus briefs, and certiorari-stage briefs, and he has contributed to 10 wins in cases before the Court.

Mr. Harris has also litigated numerous high-profile cases in the federal courts of appeals, federal and state trial courts, administrative agencies, and arbitral tribunals. He has successfully argued before the U.S. Courts of Appeals for the Sixth, Ninth, Eleventh, and D.C. Circuits, achieving wins on behalf of airlines, telecommunications providers, and pro bono clients. He has also argued numerous dispositive motions in federal district court and has participated in the trial of a significant voting rights case.

Mr. Harris served as a law clerk to Chief Justice John G. Roberts, Jr., of the U.S. Supreme Court, and Judges David Sentelle and Laurence Silberman of the U.S. Court of Appeals for the D.C. Circuit. He earned his J.D. magna cum laude from Harvard Law School and his A.B. magna cum laude from Georgetown University. He is a member of the District of Columbia and Virginia bars.

The popular literary character Atticus Finch provides an evergreen example for attorneys in engaging in civil discourse, even (or especially) in a society that doesn’t always value productive exchanges between differing perspectives.  Join us for a look into the characteristics that should accompany our legal and political discussions.

Talmage Boston is a partner at Shackelford, Bowen, McKinley & Norton who handles commercial litigation in both trials and appeals. During his 40-year career, he has successfully represented clients in state and federal court lawsuits and arbitrations involving oil and gas, real estate, banking, intellectual property, partnership disputes. He has successfully tried many jury trials throughout Texas and prevailed in appellate courts all over the state including the Texas Supreme Court and the United States Court of Appeals for the Fifth Circuit. In 2019, Talmage received the prestigious Terry Lee Grantham Memorial Award from the Texas Bar Foundation which is given annually to the Texas lawyer who is “an accomplished, talented, and dedicated Texas lawyer who is a servant of the profession and a dedicated advocate.”

The Dallas Chapter of the Federalist Society will host an update on the Supreme Court’s cases from the past term with appellate litigator John Elwood on Wednesday, July 20, 2016 at noon at the Belo Mansion.

Mr. Elwood is a partner in the D.C. office of Vinson & Elkins, and has argued nine cases before the Supreme Court of the United States, as well as before most federal courts of appeals. His work has earned him recognition as one of Washington’s top Supreme Court lawyers (Washingtonian, 2013), as one of “a small group of lawyers” with an “outsized influence at the U.S. Supreme Court” (Reuters, 2014), and as one of the country’s most innovative lawyers (Financial Times, 2014). Chambers USA reports that “[t]he much-admired John Elwood is praised for his advocacy skills” (2013), and describes him as “phenomenal” (2014), “incredibly talented” (2012), and “a much-loved and widely respected lawyer who is quick on his feet” (2010). He is also a regular contributor to SCOTUSBlog.

Prior to joining V&E, Mr. Elwood was a law clerk to U.S. Supreme Court Justice Anthony Kennedy and Judge Daniel Mahoney of the Second Circuit Court of Appeals; a Deputy Assistant Attorney General for the Office of Legal Counsel in the Department of Justice; and Assistant to the Solicitor General in the Department of Justice, where he was involved in many Supreme Court cases. He is a 1989 graduate of Princeton University (A.B., summa cum laude, Phi Beta Kappa), a 1990 graduate of King’s College (M.A., with distinction, first in class), and earned his J.D. in 1993 from Yale Law School where he was a Senior Editor for the Yale Law Journal.
